I think the problem is, its subtle and REAL. I guess people are expecting NPCs to swing in on flaming ropes and dance a jig. No offense to anyone here, but I have heard alot of people making claims about the AI that are just not true.
NPCs move around the house, go to sleep, sit at the table and read a book, have a drink, eat some food, practice their skills, go to their jobs, take breaks from working and sit a while, go to the bars, go shopping, some travel from town to town, pickpocket, talk to each other,etc. And I don't think any of it is 'scripted'. If it were scripted you would get the same game every time you loaded it up. (I think certain behaviors are checked off on each character and they perform them based on the game environment) The character will get hungry and need to eat, but a magical apple will not appear, he must go find the apple just like your character would if he wanted an apple.
Yes the game is 'limited'. the NPCs can only do things they were taught to do, so I guess some people will complain that the AI didn't cure cancer. One guy on the ES forums actually, TRULY claimed that this game was linear due to the fact that they started him out in a dungeon and he could'nt choose to start somewhere else.
You've never played a more free roaming and spontaneous game than this and It will be quite some time before someone else tries to put as much work into a game.
Personally, the funny moments have been rare for me, but I have seen several people sneaking around and trying to steal. One guy kept sneaking up to a another NPC to steal something and every time he got right up to her, she would turn and start talking to him. It was slightly comical... sneak, sneak, sneak, reach, "have you heard about Kvatch?", DOH!!!!
the character conversations are also limited. You wont here people talking about britney spears or the problems with DRM in the game. They will only talk about world events and they are totally random so after 90 hours of gameplay new content might stop occuring (Oh the humanity :) )

I've experienced pickpocketing only once.. Olgar the World Weary (Thieves Guild merchant/other stuff) stole an onion in an inn at Bruma.. "THIEF!" - then they all carried on :confused:

I saw him try to pickpocket someone, and after the cry of thief, nothing happened.. maybe it's because he's central to some quest that he can't be killed or sent to jail. That'd be tricky - to complete the quest you have to break into the jail and get him out...

I went up to an Imperial Guard tower in the capital and found a dead guard just lieing there with two live guards...they didn't mind me looting his corpse, either...unless this is part of some quest, maybe HE tried to steal something.
That said, the system obviously has some quirks. I got a piece of venison and put it down in front of a dog and he didn't even sniff it, much less eat it - most dogs would make it dissapear instantly.

Anyone up for making a "feed the dogs" mod? Give them enough food, and with a high enough personality they'll come with you and help defend you.. faithful hound style?

Stealing small items won't be enough for NPCs to attack you (unless they're guards, who'll zero in on you because of the non-zero bounty). I've had reactions from shouts, getting cursed at and even a guy who commented that I can keep it.
