I'd like to know whether 'normal' trainers (not master trainers) raise your skills up to level X and then say they can't train you anymore OR do they train your skills for X amount of levels and then say they can't train you anymore?
This question makes sense to me but just incase you're confused I'll give you an example -
I want to pay for the services of a trainer to increase my long blade skill's starting level of 40.
Do trainers have a maximum level cap that they will train particular skills to e.g. level 70 for long blade?
OR
Do trainers have a maximum limit in the amount of times you can use them e.g. if the limit was 20 I could pay to train my long blade skill until i reached level 60 (20 levels above my starting point).

It's the 1st of the two. Prices seem to depend on current skill (of course) as well as # of times trained with that trainer, but I haven't taken a close look into that yet.

You can only train up to the level of the governing attribute. I.E. If you have a strength of 50, you can only train strength based skills up to 50, until you raise your strength.
This doesn't apply to raising skills by using them.

Hrm... true; but if your strength is 100 and a dependent skill is 90, most trainers can't train you simply because they aren't skilled enough to do so (and of course that's what the master trainers are for)

Most NPCs' stats are auto-calculated based on their level, but most trainers' stats that I've seen are manually configured (it's the easiest way to activate the "I'm a trainer" flag). Given that, trainers aren't guaranteed to have the same training ability based on their level.
