Arguments:
- Blessing for 56K-ers since it spares them from loading another page.
- Extra comfy for experienced users who already know the vB shortcuts for smilies and such with or without a fast internet connection.
- It's not supposed to slow anything down.

The problem with that is that "quick replies" are one of the things that have been annoying a lot of people lately. I know that short, spammy replies aren't really the purpose of having such a box (despite the name), but there'd probably be more of them as a side effect.
In addition, consider that all that reply stuff would make the thread pages uglier and larger (both in terms of area and size of the source). I'm not sure how much the size would increase if this was added, but it may well slow things down more than loading an additional page if you read a lot of threads but don't reply to very many, especially as the forum pages aren't optimised with CSS.
