Get the blight desease, get cured by the dwarf and you can ask him questions.
Dunno the exact locations and stuff, but it's a part of the main quest.

You need to have done all of Edwinna's quests and saved all the books you found in the ruins. Ask the spider dude in Tel Fyr about the books.

Close... those three books need to go to the Telvanni mage (Baladas Demnevanni) over in that Telvanni tower in Gnisis. Yagrum Bagarm (the 'spider dude') can give a description of each book, it's true, but I don't believe that that'll solve the Mage quest.

Actually, visiting Yagrum with the 3 books is enough to make Trebonius hem and cough and count it as done if you haven't killed him yet.

*nods at ssamaster* Yup, I never went and talked to Baladas Demnevanni, just the 'spider dude' (Yagrum Bagarm, if you want the real name, thanks Forsythe ;) ), then back to Trebonius who basically said 'um, well, good work, this looks real interesting, um, talk to me later for more quests', which I liberally translated to 'um, i didn't expect you to actually figure it out, because i assume everyone is as dumb as i am, so um, go away for now so that I don't have to be reminded of my supreme dumbness'
