Rude is the tenor of society today. Respect can't be taught in the first place, and particularly not in school.
Respect is given when earned by the object thereof. Convoluted, but true. No one can teach you to respect yourself, or others per-se.
The schools can attempt to teach the social graces, but that's as far as it goes. The operative here is "attempt".
If the parents and the home doesn't provide discipline and courtesy and teach it early on, and re-inforce it through out the childhood period, the schools system can't. It is the resposiblity of the parent to instill it, and the school system merely bolsters it.
Without the first schools can't even maintain a weak discipline and control in most cases.
