How do you provoke a fight in oblivion without getting in trouble for it? it was easier in the last game now i can't figure it out. Help Please

go up and attack someone if they look aggressive, and have a weapon, when no guards around.....i think

Try using 'frenzy' spells or scrolls. I haven't used them myself but I have to assume that's what they are for.

In Morrowind you could 'talk' someone into attacking you - but thats (to my knowledge) impossible in Oblivion, as its hard keepin' the score at 0, even if you try (which i think is odd, shoulndt be hard makin' people hate you!)
You don't actually get in trouble, if you kill people in secluded areas - HOWEVER, you need to kill them in the FIRST hit, or they'll scream for help, AND you need to kill them when NO ONE is watching you. Another idea would be to try out some of the different spells available, e.g. frenzy. But using a scroll like that, would mean the NPC would also charge other NPC's, and I suspect it might end up in a huge NPC fight :erm:
