Hi
There is this guy in Vivec, Hall of Justice who has work for you regarding the latest killing of 2 ordinators and some tourists by some mysterious figure.
You are to investigate in that matter.
How do I do this? It seems I don't get any new dialogue options when talking to people, and nothing seems to happen when I stay in Vivec.
What do I have to do?

Ask around in the Foreign Quarter (and if you get desperate, try looking for the person in question in that canton's underworks)

Thanks, Forsythe but that didn't seem to help me.
Is that a quest for the main plot line or for a group? Or is it just a side quest ( as I think) and not connected to anything/anyone else? Does it start with the Office of the watch guy in the halls of Justice?
What is that person's name? Please spoiler me with more concrete information, cause my dialogue box is filled up with dozens of names and I cannot remember which I have used for quests already.

It is a sidequest, you could complete it at lvl 1 if you can kill the murderer at lvl 1...

Go into the foreign quarter, talk to some people, the dialogue option should be dumner woman with a dagger or something like that... They will tell you one of the underworks cleaners saw someone you described, once you go into the underworks, the murderer should attack you, after you kill her, take her dagger and go talk to the guy in the office of the watch again.[/spoiler]

I think I killed that woman; but onlz because I was searching all over Vivec for that murderer ( and Vivec is huge).
This quest really should have been done a little better.

Just FYI, her name is "Dreamer Prophet", and she's definitely rigged to attack unprovoked. It's quite possible you killed her, in which case Elam Andas (the quest giver) will acknowlege your kill. Otherwise, nope, you've missed her.
On a positive note, it's impossible to kill her until you're given the quest; she's disabled until then.
