Just get out of the building and head for the lab entrance, it is nearby.

I had an odd problem with this one. When I spoke to the first Duty guy I saved in the ambush, he mentioned their partner who was being held in the basement. I agreed to look for him, the mission appeared in my PDA, as did the map marker. But within a few minutes, when I checked the PDA to confirm his location, the mission was no longer there and the map marker was gone. It wasn't listed as a failed or succeeded mission either, it just disappeared completely. I found the guy in the basement and turned him loose, but on the way out he got stuck in some kind of "hit by a bullet" mid-pose and now refuses to move. One of the first two Duty guys has since wandered back to the Dark Valley entry point, while the other one - the one who asked me to save his first partner in the ambush - seems to disappeared himself.

On my first playthrough, that guy was nowhere to be found, even though I had the quest to save him.
On my second playthrough, I've just been through that area and he was laying dead in his cell.
So I have never yet managed to "save" him. :p

I finally solved this problem. You have to exit the Dark Valley area, then come back in and do not restore a save before you get to the control box. If the control box has the red light illuminated, then you can frob it to turn it green and "officially" open the cell, which triggers the Duty guy to leave. If the green light on the box is illuminated from the start, but the cell door is closed or the Duty guy refuses to leave the cell, you'll have to exit Dark Valley and come in again without restoring a save. Hopefully there are not too many bugs like this.

In my case I can never frob the switch, but if I press 'F' the door opens anyway, and the mission is accomplished even if the Dutyer never leaves the cell. Eventually he ends up running away.

Argh, now the Dark Valley main quest is bugged also. After killing Borov, I went to the lab. As I recall, the outer white door just opened when I bumped into it. I read in a walkthrough that it's supposed to be frobbable, and have a wheel on the outside that you can frob open when you have both keys? Is this correct?
Anyway, I went through the lab after bumping open that outer door, got the objective, saw the cutscene, fought thru the military guys on the way out of the lab itself, but when I came back out, there was no military presence outside, I didn't get the "give the documents" objective, and I noticed that the "find the entrance to the lab" task had still not been checked off.
Does the "find the entrance to the lab" objective get checked off when you frob open the white outer door or something? If so, I think I'm screwed, because it's never frobable even when I exit the area and come back.
I wonder if I somehow didn't get the key from Borov's corpse, even though that objective is checked off? When I went back to the upstairs office area in Borov's hideout, all of the desk drawers and cabinets were locked. Are they supposed to be locked, or does this mean something screwed up and I didn't get Borov's key?

After reading some walkthroughs, it looks like that outer door was supposed to be usable. I can't get that door to become usable no matter what I try, so I guess I'm screwed. I have one save right before Borov's hideout, but I don't really feel like clearing that area all over again with no gaurantee that the same bug won't happen once I get to the lab door.
Are there any console command cheats that will toggle a given objective to complete?

I didn't have any problems with this quest, but I did notice (or at least, I think I noticed) that often, locked drawers and cabinets would still let me remove their contents. Possibly you need to remove something from a "locked" container that's still accessible?
No idea if you can cheat to complete a mission objective. Might want to check a dedicated STALKER forum for that.
