Here's a (http://www.govtrack.us/congress/bill.xpd?bill=s111-773&tab=summary) quick summary, as the full text of the bill is 55 pages. For those of you having trouble loading the full text on opencongress (myself included), (http://www.govtrack.us/congress/billtext.xpd?bill=s111-773) here you go.

The version you see there however is an earlier draft; there is a revised edition being worked on. (http://www.politechbot.com/docs/rockefeller.revised.cybersecurity.draft.082709.pdf) Here is the only excerpt from this new draft I can find thus far. Incidentally, it's the most controversial piece, the one that's causing all the uproar.

The Senate Commerce committee insists that the section is "based on longstanding statutory authorities for wartime use of communications networks", meant to clarify the president's role in protecting infrastructure (which includes the internet) in event of attack or natural disaster, and that the idea of a takeover of the internet is misleading.

If the cybersecurity act had been brought forth during the Bush Admin's reign TTLG would likely have imploded...and for good reason.

Why is the government the only people who still call it cyberspace? Are they still in the 90s?
