A couple of weeks ago I came up with an idea for a playing strategy based on getting the really cool levelled quest rewards at or near their maximum level, because a lot of them become really powerful if you can hold off long enough. Since it seems to work pretty well, I thought I'd share.
First of all, make a character that levels up relatively normally with your preferred play style. You know what works best for you by now.
The fun begins as soon as your character leaves the Imperial sewers for the first time. Your mission is to get up to level 30 (or as close as you can get) while minimizing the number of levelled quest rewards that you receive. The following activities are recommended. You can work on them as you see fit and in any order:
1) Sign up to be a gladiator at the arena, do the Grey Prince quest, and become the arena Champion. Lots of good combat practice, and Armorer practice if you want it, along with some cash, plus you can do exhibition fights in the arena afterward when you want a change of pace.
2) Join the Mage Guild and do the quests until you gain admission to the University, then STOP. Don't do the "get your personalized staff" quest yet. This gets you access to the spell and enchanting services, and you can raid the garden for alchemy supplies. Unfortunately you'll miss out on getting the strongest version of Apprentice Robes and the spell "Fingers of the Mountain", but it's a small sacrifice
3) Join the Dark Brotherhood and get the standard Shrouded armor, then STOP. The bonuses that you get for "perfect" DB quests tend to be levelled items, so leave them for much later.
4) Join the Thieves Guild. You can do whatever quests you want for them, as there are no levelled reward items.
5) Join the Fighter's Guild. You can complete FG missions up through Amelion's Debt before you start getting magical goodies, so stop there.
6) Deliver the Amulet of Kings to Brother "Mentions the Word 'Oblivion' in Every Sentence" at the priory, then STOP. The main quest will have to wait for now.
7) Do the daedric shrine quests as soon as you can. The rewards aren't levelled and are often quite nice.
8) Start up Umbicano's quest "The Collector". Collect all of the statues and the stone tablet, then STOP. You'll get tons of stones and standard loot, and it's great practice for almost every skill you might want to work on.
9) Look for nirnroot. You'll meet all sorts of interesting people (bandits) and find lots of caves and ruins.
Whew. Got all that? While you're doing that stuff, keep an eye on your level. When you reach 15, go ahead and get your Mage's Staff. At 25 you can do the Honorblade quest in Chorrol.
Once you reach level 30, all rewards are maxed. Go for it. Happy adventuring.

Not much you can do about Apprentice robes, but it doesn't really matter. Both your mage's robe and Mankor Cameron's robe are far superior.
For Fingers of the mountain, you can wait on that one. There is nothing stopping you from giving the book to the mage's guild, stealing it back, and then giving it to Earana AFTER you gain admissions to the university, I have heard.

You can do that, yea. As long as you don't tell her no.
Or you could just ignore the worst spell the game has to offer. The high level versions (20+) cost
twice as much or more than they would if you made them yourself at an altar.
Chillrend (for completing the Killing Field perfectly) is a very nice leveled sword. But as with most quests you can complete the actual quest at level 1 (if it's available) and then grab the reward later on (by not talking with the reward giver until then).
An alternative would be to get something like (
http://www.tessource.net/files/cache/2119.html) this mod. Use that and you won't have to worry about your level when you do a quest, the reward will follow your character level as you level up.

Yes, you can do the Fingers of the Mountain quest but just wait to get the actual spell. Also, I did the Honorblade of Chorrol quest FIRST THING because you get a weightless ebony sword that's three to four times as powerful as anything else you can get for a LOONG time (unless you're into the Umbra thing). Just keep it as long as you like and don't turn it in for the shield until you're level 16 or 17. The shield is levelled but not the blade itself.
Also I escorted Martin to Cloudruler Temple very very early so there would be lots of Oblivion gates opening up with access to loot, alchemy ingredients and sigil stones. I don't understand why you suggest waiting on the MQ like that.

I suggested waiting because of the little gift you get from Captain Whatshisname for clearing out Kvatch. Now that I think of it you can go ahead and close the gate. Just don't clear out Kvatch.
BTW I waited to write up the guidelines until after my current character had reached level 30 while following them. It's very do-able.
And in case anyone is wondering, many of the quest items max out before level 30, but listing all of them along with their individual max points would have been amazingly tedious. That's why I only mentioned my two favorites. You can look specific items up in the editor if you need that info.
