It's definitely formated wrong but the changes it does seam to affect the site a bit to much thats why I post here a shorted version with the essential parts.
Installed it a few hours ago as well with TFix before.

Check the two config files in .\HDMOD\config copy them into your rootfodler and overwrite the standard cam_ext.ini

(I've tweaked the above so it doesn't break the layout of this thread).
I see the problem but I don't believe there's a straightforward way to simply fix it. Putting list item bullets inside a quote (or code) block instead of before the quote block will cause the list item to split at the wrong place and screw up the layout. vBulletin does a fairly simple split on * items and doesn't appear to do any checking on whether quote blocks are closed or opened correctly.
Having said that, it's not a problem that appears to come up too often in practice so it's probably best just to do a preview first if you've got a complicated list to make sure it doesn't screw up the rendering.
