XP is a security nightmare. I haven't been able to figure out how to download from ICQ yet. I have no problems letting ICQ friends take stuff from my puter but taking stuff from theirs is impossible. I've looked through the xp security features many times and I found out Mircoshaft has got security features stuck all over the system. One good place to start is in the 'tools' button at the top of your screen, tools>InternetOptions>Security/Privacy/Advanced.
Looking at my 'Advanced' section in Internet Options: there are two FTP features that are checked in the menu. Look and see if those two are checked. If they are checked the only other thing I can think of is that you have a firewall that is blocking your upload. Disable the firewall and see what happens.

howie, WinXP has a built in firewall that interferes with both my IRC and ICQ downloads. However, it can be disabled temporarily (or permanently if you prefer) as follows:
Start -> Settings -> Control Panel -> Network Connections -> Local Area Connection
On the "General" Tab, select "Properties", then select the "Advanced" tab. That's where you'll find the option to disable XP's built in firewall.
If you've already discovered that and you're still having trouble, I'm afraid I don't know what else to to suggest to you. :)

We should add this 'Change setting of this connection'. * Just so the guy doesn't get confused like me.*
Maybe ICQ will work for me now. :) And, who needs two firewalls with a dial-up anyhow ?
