My son tried installing it on his newer rig to replay it, but it told him this was a 64 bit operating system and the game was 32 bit, or some such message. Is it possible for him to successfully installl it and play it on Windows 7?

There is no easy answer to this. But there are answers at least...
First off, you've got (
http://noabody.wordpress.com/2011/09/23/run-rogue-squadron-3d-on-windows-7-64-bit/) this. Hope you're comfortable with Regedit, since it seems the workaround is going around the installer entirely, and doing it all by hand.
If that doesn't work, you could also try to install Win95 or XP on a virtual machine with good 3D acceleration support. It's such an old game, you shouldn't have any troubles running it in a virtual environment. Provided you've got a fairly speedy computer, anyway.
