As for your question, I've never seen that happen before. I'd bet that it's a random bug (it's not like the game isn't full of those).

I think it's a bug. It happened to me on couple of occasions, either in Seattle Church or in Cairo Mosque.

It's not a random bug. You can create these piles of multitools with great regularity. Best example is outside the Maco facility. When you find a tool you can't pick up, go to the stairway outside the front door. You'll see a multitool floating in midair. Click on it repeatedly to create a pile.
In many places, the multitool generator appears floating too high to reach, such as in the mosque in Cairo, but you can still get it to drop tools by clicking on the type-2 tool.

I noticed it outside the Mako facility as well.

I also noticed, that there's an invisible clip in the air, where the multitools spawn. I can also jump on it, and stand in the air. (Unfortunately I detected it after I made the video, so I didn't record it.)
It seems that the game make distinction between 2 type of multitools. I suppose this is the reason why did you wrote "type-2". You can use them the same way, but you can't mix the 2 types in your inventory. This latest video shows, that I also have 12 multitools, but I can't add more multitools from the pile to them, because the game manages them as 2 different type of items. Moreover, if I remember correctly, I couldn't add type-2 multitools to my toolbelt, even if I had an empty room in it.

Hey man, I can't find the reason for your offensive behaviour, but anyway I don't really care. I've just shared my experiences on the forum, others who haven't detected this bug might found it interesting. And about the poll - imho it helps to draw an overall view of people's thoughts, since the question ("Is it a bug?") is a yes-no question, so the users of the forum just have to click 2 times to answer it, unless they have additional opinions they need to type down. And polls are either fun anyway. :)

Polls are for opinions. This is not a question of opinion, it's a question of fact. And the fact is, yes, it's a bug. People have known about it for YEARS.

Oooops! Sorry for your inconvenience. I would remove that fucking pool anyway, since people don't like it, but I can't do that now. And yes, it's possible that there are people who still don't know about the bug. For instance, I'm just playing the game now.

Given the usual location the 'mystery multitools' spawn into (centre of the mosque, centre of the order church, approx centre of mako ballistics), I would guess that (in keeping with the standard unreal spawn handling) that location corresponds to 0,0,0 on the "worldspace coordinates".
Pickup code has always been weird in Uengine based games: it spawns a copy, gives you the copy, and then deletes itself (single player) or hides itself ( multiplayer). So here it's failing to give you the copy because something done got fucked up, so it's spawning it at the default location (0,0,0).
Would be my guess.
Anyway, I usually just drop all my 'normal' multitools, pick up the dodgy one, go use it on something frivolous I wouldn't bother to multitool usually, and then go back and pick up the normal ones again.
