It's simply a link to the post it's associated with (as opposed to the top of the page of the thread which contains the post), which can be easily copied for use elsewhere. For example, if I want to link to David's <a href="http://www.ttlg.com/forums/showthread.php?s=&postid=909733#post909733">earlier post</a> (the one containing the text "The little folder icon in your image has now been made into the perma link"), I can take the link directly from that post by right-clicking the <img src="http://www.ttlg.com/forums/images/posticon.gif"> icon (to the left of the post's date/time) and selecting <i>Copy link address</i> (this will vary slightly between browsers, of course) from the menu. Previously, the link had to be edited manually (after determining the post ID by less direct methods).
