I think the reason why the AR starts out weak is to keep some balance. If it was a strong weapon right from the beginning, the first 1/4 of the game would be too easy and everybody would choose the rifles route. It would be like System Shock 2's AR, only available much earlier.

I was thinking about this, too. I already have the stealth pistol scoped and my skill to advanced, but I wasn't sure if the lower damage potential would make it a practical option. I'm also concerned about the reduced magnification of the scope; one of the great things about the sniper rifle is its precision over extreme ranges, which may prove difficult with the pistol. Moving closer is always an option, but a good sniper perch is a terrible thing to waste.

To me it isn't the fact that it's weak, it's the fact that the pistol, crossbow, sniper rifle etc. are stronger than it. The main reason I keep an AR with me is because of all the ammo I get for it, and the 20mm shells... so I can spam weaker enemies to death without wasting the ammo for other guns... but then again if I'm killing, I could more easily snipe people, pistol them to death, slice their neck silently with a special sword, or just blow them up with my GEP gun.

Makes it a 100% guaranteed hit at the designated spot. Or at least a set position relative to the point the laser hits.

Yes. It's a bit broken in that respect. The shot will go exactly where the dot is, regardless of crosshairs.
UNLESS you have also added a scope to the weapon, in which case this no longer works.
DX has funny coding.

Yes. I think it's a bug that never got fixed, or maybe it's intended for balance reasons but never explained.

Yeah, precisely as above. The Assault Rifle doesn't take a Scope Mod but will take a Laser Mod, which is ideal, really.
