I think you're confusing Top Gear (which is cynical, sarcastic, and doesn't take itself too seriously) with Fifth Gear, which has the first two bits down and is a terrible show.
Re: this film, I haven't seen the first two, so that may skew my perception of the third somewhat, but I found it highly entertaining. The scenes of Jack going insane had me laughing hysterically, the action was very rhythmic and exciting (the same thing that really makes old Warner Bros cartoons so good, imho), and the story had a unique take on pirate lore, I thought.

I believe this movie just came out on DVD/Netflix recently and I held off until then to watch it. For anyone else who decided to wait for the DVD I would suggest you keep it to just a rental. I pretty much agree with Scots' earlier comments. While I appreciate what they were trying to do with the n-crossings things just moved too choppily to follow any of it. The whole Calypso thing was a bust, as was the big confrontation. By the end I cared so little about what happened to any of the characters that I did not mind the bad ending or that not much made sense at the end.
Though there are a few good parts here and there, almost everything interesting is just lost in the sloppy editing. I can only imagine how long the movie must have been before they started cutting it up! The funny thing is that since this was a package deal with the second movie they had plenty of time to set things up in a smooth manner.

I watched this recently as well, and my good is it utter shite. Dead Man's Chest skated on goodwill from the first movie, but this was just a disaster on all levels. Total franchise implosion.
