Depends how you define fail. I was going to say that it's Stalinism that fails hard, and by extension communist dictatorships but hey Cuba and China guys (and yes, I know they are far from the same thing but both can be loosely dfeined as communist dictatorships) so I'm not reeeeally sure I can say that they fail.

China didn't fail so much as drift away from the tenets of the Revolution. I wouldn't call that a successful application of the system though. They've had to change the system significantly in order to remain relevant. I don't think you can draw any conclusions from Cuba because the whole experiment was fucked by the American embargo.

And yet Cuba still exists as a great example of how even in a communist dictatorship you can have working healthcare and education systems.
As to China - one could argue the same of many so called capitalist states. The UK for example, with it's ridiculously lame and unfair socialist welfare system, is still classed as a capitalist country. All all of these examples go to show is that there really is no hardline capitalist, communist, socialist or whateverist system - all are a mix of everything to some degree, and that is what makes a cut and dried analysis of Animal Farm so frustrating to me.
