considering I have a 3.2 AMD 64 1 gig of dual channell 400 ram and a 5600ultra vid card and I have to run it with everything off and the draw way down at the lowest resolution and it still runs so so unless their are 3 or more NPCs and inside some buildings, unless your vid card is considerably more powerful, you will be lucky to run it at all.

Unfortunately I can't find it now, but over at (
http://www.elderscrolls.com/forums/) there is an exhaustive thread about performance with Oblivion on various specs (minimum, recommended, high-end etc), and with various cards.
It has been clearly stated, that whilst FX / 5xxx series Geforce cards WILL play the game; due to the fact that they don't fully support Shader Model 2.0, Oblivion will be deathly slow as a result. Yes, even on 59xx cards.
Do yourselves a favour and upgrade your graphics card. A Geforce 6800GS offers the best price/performance ratio right at the moment, and will play Oblivion very well.
Disclaimer: I do not have my copy of the game yet - shipped from Play.com today - this is all from extensive reading of the Elder Scrolls forums.
Edit: Unfortunately the new 84.25 Forceware drivers released today, do NOT do anything to address the problem on FX cards.

Imposters are 2D images of the object taken from the angle of approach that change to the actual 3D model when you get closer.

Lazarus, I have an AMD 3000+, 1Gb of DDR400 RAM and an FX5900 (not XT).
The game's setup program decided that I deserved 'LOW QUALITY' graphics. Not a promising sign. :p After a foolish experiment with 1280 X 1024 (the treacle! The treacle!) I settled on 800 X 400 with no AA and most options down between 25 and 50%. It's not bad, a little slow sometimes but generally has a decent framerate.
One thing I'm not sure about - several times I've had goblins suddenly jump the distance between us to attack. Can enemies leap into combat, or is it just t hat by the time my computer loads the animation they're already beside me? ;)
