PC Gamer UK has a 7 page review of Oblivion!
It received 93%...
Its : Narcotically addictive, Emergent and Brutal.
Its Not : An AI revolution, A grind, Perfectly Polished.
Says it only did not get 96% because of "wretched background conversations keep coming back to spoil the suspension of disbelief". They moan about the general NPC conversation interaction.
e.g.
1) "I hear Errandil is good with a lockpick"
2) "I heard he is good with locks"
1) "Thats What i Heard"
2) "Good Day"
They also say "Oblivion is a messy Masterpiece; accomplised, bold, huge and occasionally rough around the edges."
However they go on to say "Your adventures are more varied than those of any other game I could name, and magnificently rendered by the game's powerhouse graphics and physics. The scenery has more in common with Lord of the Rings films than with other games. The fights are so visceral you'll flinch at the blows. Magic is beautiful and devistating. The adventures themselves are intricate, emotional stories masterfully told, and given a new twist by your own actions"

What I don't get is - if it just went gold, how did PC Gamer UK review it? There's a two-month lead time for magazine printing, plus it would presumably take them a long time to play it enough to review it...so they must be reviewing a copy that's about 3 months older than the gold one. So presumably some of the roughness they encountered would be better in the release.
That said, if their review is accurate, it sounds like at the worst it has no faults that Morrowind didn't, and has some stuff better.

My advice is don't read it if you don't want tons of spoilers on quests and what's in Oblivion.

Isn't it sometimes the case that games are reviewed early by a magazine to give them an exclusive on the understanding that it'll get a favourable review?

That's pretty much the standard these days, yes. All reviews that seem to hit right as the game comes out, or even before, tend to be of pre-release copies, and should be taken with a grain of salt (both because they're reviewing an early copy, and because they're tehnically getting bribbed to do so by getting it early). Handy if you're curious how well certain game mechanics work though. :)
