You are right, it doesn't.
It boosts up magic resistance, not magic, so that's ok, you _did_ find a bug :)

As Arkane are not intending on releasing another patch, I have decided to <i>unstick</i> this thread as it has outlived its usefullness.
Thanks to everyone for their suggestions though :)
