I am a new player. I have gone through the character generation and entered Morrowind. When I go the inventory menu there is no "paper doll" to equip. Did I do something wrong or do I still need to do something?

The paper doll is that character model you see on the right of your inventory window. Just drag stuffs onto it. If it's equipable, it will be equiped. If it's usable like books or potions, the appropriate actions would be executed (ie. read the book, drink the potion or open up the alchemy/enchant interface if it's a achemical apparatus/soul gem).
Alternatively, you can set up hotkeys in the quick item bar. Just hit F1 (default key).
