hmm, actually that's a good idea. upgradeable items that get more powerful after performing certain quests, instead of the leveled lists(which I hate, I seem to have a tendency of running into the best leveled items when I'm about lvl 3 or 4, which means they will always suck)

Well, there's at least one mod out that levels those items as you level up, though it's not linked to any quest completions. I like the quest completion idea better, though.
