Probably a download in the Tools section, if it does become available. Note that TES Construction Kit was not included with Steam's version of Morrowind AFAIK; dunno about Oblivion.

It wasn't included in Oblivion, bit it was an easy download/install outside of steam to add it in.

And did it work OK, Digi? There was some talk that Morrowind on Steam did not like the version of the Construction Kit that Bethesda had on their own site.

It seemed to function just fine, though I never tried to do anything productive with it. I can't comment beyond the fact that it opened and I was able to see my changes in-game, though I did little more than move a crate.
Yes, my career as an Oblivion modder was short lived.

Um, correct me if I'm wrong, but as a Steamworks game isn't the disc retail version of Skyrim going to be exactly the same as the Steam download, except that it comes with a box and the option of installing content of the disc instead of having to download it? In fact, once it's registered on your account wouldn't you be able to just sidestep the disc altogether and do a standard Steam install? If that's the case there really shouldn't be any difference whatsoever between using the CS on the "retail" or the "Steam" version.
Last I heard, Howard was promising that the CS kit would be available as a separate download within a couple of days from launch, tops. But I don't think it's ever come inside the box.

Probably not, but with Morrowind I believe that the version that made it to Steam was a later version than the CS was happy with; there are many hits on a search regarding the problem. It is very unlikely that Skyrim would suffer so, being released parallel with the Steam version rather than much later as with Morrowind, but it was worth checking.

There is only the steam version, so there will hardly be any issues with the construction set and skyrim.
The one for oblivion works fine too, but the morrowind one isn't included due to unfortunate specifics.

Rage taught me that trying to download a (20GB) game on release day is not a good idea (it took ages for the last GB), I preordered it today.

To follow up on myself here: Preloading is now available - a bit below 6GB.
...plus a list of 50 achievements. gah! I didn't look at them but I'd laugh if there's a "Seen a mudcrab today!" in there.
Is there a way of turning off the achievement popups? I'd rather have them not while in character.
