Do all the gates close because i need some ingredients tht i could only get 4rm the plains, or do shopkeepers sell vital ingredients?

Yes, once you finish the main quest, all the gates close. I've heard you can buy some (If not all) of the Oblivion plane reagents from a trader in the Imperial Capital, but I've not seen that myself.

The alchemist shop in Skingrad also carries one or two Oblivion ingredients.

Good old Falaanu (House Hlalu, as if that matters here). Best Alchemist in Cyrodiil. Always good for some Harrada and Spiddal Stick. I also visit here quite regularly for Ectoplasm after clearing out every undercroft in the land. I can never seem to keep enough Ectoplasm on hand.

Isn't it funny how her voice changes? She does the joisy bit, as you point out, when you first meet her, then she's all calm and collected "I have a wide variety of goods" in perfect ladylike Queen's English.
I like the joisy Falaanu much better.

the wizard tower plug-in has an alchemy area with oblivion ingriedients(and most others too).
