Wait wait wait. How can you know that for an absolute fact? I sure as hell can't, and you can't either. If a dev decides to go the PC > Console route instead of Console > PC route, it doesn't mean automatic failure.
Besides, there have been, and continue to be, examples of the PC > Console route. Riddick was indeed one of them, I think. And so is Far Cry 2, as far as I can tell.
It seems pretty certain that FC2 started life on the PC, and the devs found a way to scale it down for the 360 and PS3 releases. I remember seeing a video interview, where one of the devs mentioned that they came up with a way to scale down texture size and resolution for the consoles; in order to make the game work in the more limited memory space available. Thereby not gimping the PC release, with those same lower-res textures.

I think you are grossly mistaken about Riddick. If I recall correctly, it was out on consoles for 6 months before the PC version came out.

You are correct. The Xbox version came out a good while before the PC port.
