As far as I know, there are currently no concrete plans for a spiritual successor, but there have been mentions of/hints at all kinds of
possibilities, including resurrecting Deep Cover or doing a game like it.

I agree, and it's also an attempt to force attention from people.
When we have the tools to make unlimited numbers of fan missions and they're all done for free, why would anyone buy the rights to do the same thing. I'm pretty sure the original developers don't want to bury themselves in a repeat of an older gake. Game publishers are looking for new fresh ideas instead of making sequels unless it's of a majorly successful game like Tomb Raider.
