I don't think you can reverse the effects... it's a shitty idea making a sword like that.
however on a better note, it's also the way you get to high levels =P

The only way this could be fixed is by using the patch which changes the effects to drain attributes rather than permanent damage, but of course it's only for PC....looks like you'll have to get lots of training in those skills if you want to raise them again quickly.

In a word, no :( I suppose you could always create a custom spell that would do this, for help in combat situations.
