I think you're thinking of the weapon supposed to be hidden on top of the statue in Battery Park (where you find a vial of Zyme). Supposedly, you could reach it by stacking all the metal crates and climbing to the top.
I don't recall the weapon, though.

For DX... yeah, there was something about a statue in Battery Park that you had to complete certain objectives in a certain order, then climb on top of and find a secret compartment. Or maybe getting on top opens a compartment elsewhere in the level.
