Speaking of barely human anymore and down with lawyers ITT, there's the other side to that coin, too.
In my school in Japan a student was open-hand slapped to the ground, picked up by her hair, then open-hand slapped to the ground again until her face bled, right in front of me and some other students ... and nothing happened (except me calling him a "dobutsu"). I told the board of education; nothing happened. A co-teacher was a student of his 15 years ago and he was doing it then, too. He apparently has never stopped doing it for 15 years.
The country has a 2% pass rate for the Bar exam, so there are very few lawyers.
These two things are connected.
I guess it comes down to which you'd rather have, students bloodied with impunity or less leg in the classroom. Sucks to make a choice, but...

I remember hearing something about caning was still a practice used by teachers in that area; however, if I can recall correctly, I think they may have been talking about China instead of Japan*.
*I may not know much about Asian cultures, but I know enough to realize that the two are quite different.

I didn't want to imply he had permission to do it.
He was clearly breaking the law, to say nothing of school policy which has a strict policy against corporal punishment (... because of the bad history you mention).
There's just nothing anybody can do about it.

Not sure how you interpreted that... He was the middle school P.E. teacher. The girl was 12.
The reason nothing happens is that nobody knows what to do when he does it over, and over, and over again.
If there were a lawyer within 100 mile radius ... maybe he wouldn't go to jail like he deserves, but they'd at least move him to another job that doesn't involve children when he obviously can't handle his anger around them.

That is partially cultural. Japanese loathe confrontation, and they hate "rocking the boat." They're more likely to remain silent and do nothing because they don't know what to do within their cultural maze of rules and etiquette.
The PC-epidemic in America is tied to the number of lawyers, all of whom have to be doing something to earn their money, but the other extreme is just as bad. It's no better to have too few lawyers than to have too many.
