The FBI were used during the Anita Hill scandal as well.

It's basically an overly scandalized version of a standard background check for a federal employee working in a high end position, which is almost exclusively handled by the FBI.

That's exactly right -- it's not a criminal investigation that results in charges and it's standard practice to reopen the background check in circumstances like these. And it should have been started and finished before the hearing, if the process was anything near to normal.
