I think it's okay. I'm neither here nor there on the lack of colour.
A couple of criticisms:
1) Even though the eye shadow has been toned down, there's still too much of it. There should be none.
2) Should we be able to see the new bow? I thought it was meant to fold up so it could be hidden.
Of course we should not judge a book by its cover. Or a game.

My immediate impression upon seeing this the first time is that they actually went out of their way to tone down all the "emo" crap. As has been mentioned, I dont think its either good or bad. They are clearly slipping in their own you know what, and this game will certainly be "entertaining" for a variety of reasons.
My next thought was all the pain involved with unceremoniously removing the beloved Stephen Russell for the flimsy excuses that the box art just makes all the more disheartening. Our first impression of the re-imagined Garrett is that he wears a ninja mask, and must therefore remove it at whatever points are necessary so that we can see the actors lips moving in sync with the audio, you know, the reason that Stephen simply couldnt be in the game.

Meh... could be worse.
I didn't find the cover art of the originals to be very creative either, but that's just the sorry state of cover art I guess.

Oh I don't know about the whole removing the mask thing; Stalker managed to make the characters appear to be talking by making it look as though their lips were moving behind their masks. But since EM has already shown us a pic of what NuGarrett looks like sans mask it's probable that he may remove it at least once.
Probably in the brothel.
Don't get me started on that.
