I've just re-installed and patched up to version .0004
I keep getting odd problems where triggered events / actors appear very suddenly.
Example, I speak to someone who gives me an errand, I go to where the quest item should be, but find nothing.
Then, all of a sudden, the item appears along with any creature spawns that accompany that item and they all kind of appear around me.
Another example - I get to the garbage and find the scrap yard empty, then, miraculously, Bes et al appear in Star Trek fashion, along with their map blips.
Anyone else getting a similar problem or hear of anything like this?

Depends. I expericenced the 'sudden spawning before your eyes' problem, it happens but not often and only at the transition points. Sometimes large groups, like I experienced near Wild Terrirory/Bar transition point - a huge mixed group of creatures. It could be that you cleared Garbage first, then when you was near transition point game decided to spawn some creatures/NPCs to replace killed population and they all appeared there.
However if it happens contstntly and/or in the middle of maps it's not normal.
PS: Garbage has heavy respawn rate, yes. Place where bandits respawn the most is near Agroprom transition point, where their camp is. Funny how the map seemed almost impossible at the very start of the game and how it became almost as safe as Bar later, when I got better equipment and skill :)

It's a lot more than that. If it was just at border areas, it would be tolerable.
I'm talking about accepting the perfected suit mission from Snitch, then arriving in the tunnel to find nothing there, then all of a sudden a mutant dog and pseudodog materialise righ in front of me, along with the suit in its relevant place.
It seems to do this for most scripted spawns - there's a massive delay.

Do you have any mods installed? I'd probably try to reinstall the game and then patch it. I've never experienced anything like that, and it sounds quite odd.

No mods installed no.
I'll reinstall and patch up to 1.0004 again and see if that fixes it.
