For cristmas im trying to build a computer that will run oblivion. I check the elder scrolls site almost every day but there still unsure. If anyoune ever finds it could you please post it here i need to know pretty soon. :confused:

The lowest card I'd recommend for good performance would be the Radeon 9800pro, since this was reportedly being used in some dev machines. However, since it's been pushed back to second quarter of 2006 (April - June), this may change.
I would avoid the new Geforce (7800 series) and the new Radeon line (of which I am still unfamiliar with.) They're expensive and extreme overkill.
I recently bought the Radeon x850xt PE and am very, very happy with it. In fact, I would recommend getting on of the cards from Radeon's x800 line. They're much cheaper now that the new line is out, and they're very very powerful.
Processor? I'd keep it at 3.0Ghz or more, simply for ease.

Ryushiblade is right on about the X800 series : nothing beats its price/quality ratio. Regarding the processor, I would not say 3 GHz is a minimum absolutely : it may be if you plan to have an Intel Pentium 4 which are processors that require to be very high clocked to provide good performance. If you go with AMD though, an Athlon XP 2800+ (~2.1 GHz) will be largely enough.

Someone will have to explain this to me like I'm five since I'm ignorant of such things. I have a Raedon 9600, but with the Rage 3-D overclocker thingy in my systray that seems to help T3 performance. Will that work for Oblivion or do I need to upgrade yet again?

I would say yes - upgrade again. I own a 9600 Pro as well and, while it's definitely a good card, it's showing its age. Oblivion might be possible on it, but you won't like it at all.
Also, it's true that you don't need a 3.0Ghz + processor, but it definitely helps. If you're going to buy a Radeon x800 series card, you may as well get a good processor while you're at it.

Im extreemly new at this so my friends that have good experience in this catagory are helping me with this. They usually deal in the geforce catagorey and say they can build me a computer that will run games like guild wars and half life two with a 5500 card. I onlt have a 500 dollar budget and thats what they usually deal with.

Below $500, the best Radeon card is the Radeon x850xt PE at $480 (the new Radeon x1800xt is $600 and provides superior performance).
Below $500, the best Geforce card is the Geforce 7800GTX at exactly $500. I believe the 7800GTX beats out the Radeon x850xt, but I can't be sure.
You can buy a lesser card for less money, obviously, but it won't last nearly as long.

Yes it will run oblivion on low. The weak points are your graphics card and your amount of RAM : if you don't have money to upgrade (what I really understand :erg: ), your x300 will probably be able to run oblivion with settings on low or mid (Equivalent of a 9600), while you may experience severe lagging due to the lack of RAM.
I would highly recommend buying another 512M of RAM before upgrading the graphics card.

As I said, AthlonXP processors don't even reach 3 GHz (a 3800+ runs at 2.4 GHz) and still outperform 3+ GHz Pentium 4 processors in most gaming applications. Sorry to sound like a little AMD fanboy which I am not, as I don't have anything AMD (form the moment :ebil:) but it would be more fair to say :
"3,0 GHz and more for Intel processors, 3000+ and more for AMD processors"

I would make sure at least the card I was going to use was a dx9 card,now that doesnt mean you can have all bells and whistles on,but at least the game will launch;)
