Does closing the Oblivion Gates actually get the cities to send Aid to Burma? Should I do this before I re-open the gate to get the stone? I started out by closing a Leyawin gate. After I closed it, I noticed there were two more gates right there outside the city! Would I have to close them all for the cities to feel safe? What about the gates in the middle of no where?/
Furthermore, I have found a great technique for closing the gates is just running to the top of the tower and closing the gate while all the monsters chase you. I have closed two gates this way.

Well closing the gates for the other cities is optional, but they do send one or two soldiers to help the fight afterwards. Also you only need to close the gate which the duke/duchess tells you too. I know there are something like 3 gates outside some cities, but they only seem to care about one of them.

You only need to worry about the gate that's closest to the town's main entrance. It's a little wonky in the case of Anvil, where it's a bit north of the town, not really all that close. In any case you should have a quest marker pointing right at the gate you need to close.
The "run like hell" method of closing gates isn't any good if you want loot and alchemy supplies.

Id say not really. Morrowind just had more depth to it than Oblivion, I think. Oblivion is still a great game dont get me wrong, but I think Morrowind was just that little bit better during its time.
