So I've got a little problem..
[SPOILER]When Paul asked me to broadcast the message to Silhouette, I proceeded to do so, although I tried (for shits and giggles) to broadcast the message first and THEN rotate the dishes.[/SPOILER]
That worked, and the game proceeded as it would have, but the objective never disappeared. It's only a minor annoyance, but I'm sure this can be fixed by turning some flags on or something.
