if i want an item that could fire a large 'nuke' at seyda neen and everyone's got killed.
-how would i enchant an item for that? i guess i would need an deadric towershield and lots of money ;)

I'm pretty sure the cap on the range and damage would be too low... even if you stacked multiple damage effects, cheated your ass off, etc, the range would not be able to go above the relatively low cap. So no town-destroying nuke for you.

Most NPC's have below 100 health - even some guards, I think. Just enchant an amulet with 100 fire damage on target. If you have a daedric tower shield, then do it for 2 (or possibly 3?) seconds. Combine with a levitation spell. You may have to hit the town in three or four different areas to get everyone. Remember that it only kills those outside.

Slay me if you must for ressurecting but my friend did exactly that.
I'm not sure if you're using the pc version, but if you are and have the editor you can always make yourself a ring and give it god like spell casting potential. Give it a lot of damage and a huge radius and set it to be cast on target and ta da, you're good. My friend would make these items obsessively and go on country wide rampages.
I found it more fun (and less cheap) to make a powerful character with a powerful spell who's hostile to you, and set it so that you have to avoid his casting of the death spell long enough to cast a calm spell on him and get him to teach it too you (set the magic cost low enough to make it usable, you can do some crazy stuff)
