Two ways, count 'em, two ways to resurrect characters-
Temporary, non-cheating method: Finish the Mage Guild quest line and get the Staff of Worms. It reanimates dead people temporarily.
Lame cheating method: Open the console, click the mouse cursor on the dead guy, then type "resurrect". Also works on creatures.
