Yeah, I use this often, it's quite nice for an accurate long range shot. The perk says it slows time down by 25%, but it seems more like 50.
Another great archery perk is the one where arrows stagger opponents 50% of the time. If you normally backpedal while shooting, most enemies will never even reach you to do any melee damage.

I'll have to try the backpedal thing on flatter terrain. So far I've only managed to backpedal myself right off a couple mountains or up against cave walls.
And then I die.
