You come across a man in the St. Deyn (or Olm) waistworks who asks you about his friend a female Khajiit named Addhit-something. You can find this Khajiit in the underworks of the same building, but you cannot tell the man in waistworks. Is there something I missed, or is this not a quest at all? Thanks in advance...

Its part of the main quest. Caius Cosades will ask you to get some information and the guy in the waistworks is the taxman who the khajiit in the underworks is trying to avoid.
