I've preordered my augmented edition on november 2010 and it contains both explosive pack and the tactical one.....
Although I'm playing without it as I hate having most of that stuff right of the bat.

the explosive mission pack is just a very small map with dozens of resources scattered around for you to pick up, a few dialoguescenes and stuff to hack. and the game has dozens of autohack devices scattered around, there is not much to miss here.

my friend and i ended up with the opposite preorder bonuses for our ps3 copies of the game. he gave me his password and i gave him mine then we checked out each others dl list in the psn store so we both have both packs now.
that said the tactical mission pack doesnt seem to have a point.

where the two drug dealers from Neuropozyne smuggling quest hang out) in Detroit, there should be a storage unit there which requires capture level 5 to hack. Inside there I found the Silenced Sniper Rifle from the Tactical Enhancement Pack.
N.B. I have both Tactical Enhancement Pack and Explosive Mission Pack associated with my Steam account, so I don't know if the sniper rifle is spawned if you don't have the DLC.

The international non-digital Aug Ed came packed with both DLC codes. I believe that the North American non-digital Aug Ed doesn't, since Explosive Mission Pack was supposed to be a Gamestop exclusive.
