Is this really news? What was the last AAA cross platform game that came with a toolset? I wasn't expecting modding abilities at all.

Skyrim! But no, I think they said long ago there wouldn't be any editor or SDK, or least had enough "no comment" statements that implied it.

Sandbox games don't count. Even GTA has modding tools, albeit completely generated by the community.

I still play the first 3 Thief games and have 0 interest in mods, so this is non-news for me.

I never completed Deadly Shadows, just got fed up with all it's issues. However I will be replaying it simply because of the mods that have been released since. There are also games on my shelf I bought only after modders fixed them.

I do admit there are some truly quality FMs.
They're not from Central or Eastern Europe, though.

Is that a difficult thing to admit? The best FMs are pure awesome, and just as good as the original games, IMHO.
