Unfortunately this question does not come up too often, and from what I've seen trying to search for a solution, no one knows how to fix it, but there are some things to try, which may or may not work.
Are you playing in Software Mode? Try Hardware Mode.
You could try uninstalling the graphics drivers, reboot, reinstall the driver, and then reinstall DirectX.
You wouldn't happen to be playing through DromEd, would you?
Have you removed the semicolon from the safe_texture_manager line in your User.cfg?
What happens if you: go into a mission, press ctrl+p (or ctrl+: ) to open the command console, type light_bright, and press Enter?
Sorry if nothing works. Hopefully we will figure it out someday...

For thief 1 software mode actually fixes the problem, but without vsync and with really ugly pixellated graphics. Thief 2 and Shock2 don't seem to have support for software mode.
I don't know what dromed is
Yes I have tried safe texture manager.
Nothing happens with that console command.

It seems to be to be a driver issue that can only be fixed with a new version of ddfix or something similar :erg:

Curiously, the light_bright toggle doesn't work for me more and more often through DromEd. It can't be related, can it? I wonder what's messing with that function?
Last suggestion for you...have you tried rolling back the drivers?

light_bright rarely shows changes ingame - you need to turn it on, then go to the menu and back the game (just hit Esc twice) for changes to take effect.
