Used the no glow mod and then i turned it off cus i liked it better when magic items glew err glowed and they wont glow now...where do i go to fix this...to the ini file?

Hrm... if you disabled the 'no glow' mod, and its effects are still sticking around... dunno, maybe mail the mod's creator? He/she may have some pointers.

Not sure about which mod you were using plastic effect reduction replaces the textures, so you would need to delete all the textures it threw in your data files, but this mod doesn't have a .esp, so you can't really turn it off... so i dont think that was the mod that you were using... but this is the only one that won't turn off unless you go into file stuff...
The other one is the no glow plugin, but turning off the esp does turn the glow back on, are you sure you hit ok when you unchecked it, also some other mods have it put in there too, you'll have to go through them to find out which one...

Heh I could never get that damned glow off. I just took off the enchantments off my items. Like that mask of Clavicus Vie, who needs personality when you're Tuco.

or else, you have to reïnstall morrowind :( , so that the modified textures are overwrited with the original ones.

There's a few no-glow mods that essentially replace the old enchanted effect with something else. To fix these, you have to have either made backups of the replaced files, or reinstall.

try to start a new game with the plug-in turned off and see if it works. If it does then do a Ryushi.:cheeky:
