While watching the film I had the impression, that Bell didn't want to catch the killer at all, although I couldn't say why. Maybe it has something to do with not wanting to face the "new reality" (well, more complex of course).
As for Chigur being in the same apartment , I'm pretty sure, that he was. Did anybody recognize the thing in the bathroom, btw.? For a moment the camera centers on a thing laying on a shelf, but I wasn't able to figure out what it was. Someone said, maybe a crumpled sheriff's star. That would make some sense, either as a warning from Chirug or a symbol for the decision to quit.
I also think the parallel between the scene in the trailer, when Bell sees the milk and suddenly starts to act as if Chigur was still there and he had to pretend, that he thought he just left, completely confusing his deputy with this show, and the last almost confrontation is quite strong, but I don't know what it could mean.
So all in all I was somehow confused by this movie.

I think you are supposed to be baffeled and frustrated by the ending- that's part of the film's view about life. In that way it's akeen to 2001:space odyssey ending.

Oh yes of course, I agree with you there. There's certainly no explanation that will turn this movie into anything resembling a normal action movie. But you should be able to get an idea why it's no country for old men.

Old men= old values.
Once upon a time, crime made sense, it had a motive- like a crime of passion. The law enforcers of the past carried no guns- there was a code of honour between them and the criminals.... at least thats how Sheriff Bell sees it.

The opening monologue pretty explicitly lays out the reasoning behind this.

The wondering out loud is just a cover-up since it's a pretty random (not to mention gruesome!) thing to bring up at breakfast.

I agree on the first point, and after going through that part frame by frame, I think I'm going to have to give you the second as well. When I saw it at the cinema it seemed like there was no way in hell he'd be able to squeeze in behind that door, but it turns out there is. It's really the only problematic sequence in the movie for me. If he isn't there, the Coens break the rules they've established for the storytelling up to that point, and if he is, it seems slightly out of character for Chigurh to bother to sneak out while Bell is checking the bathroom instead of just killing him.
Of course, it's not really that important since the point of the scene is having Bell face the prospect of taking on this incomprehensibly evil figure and finding himself lacking, but it still irks me.

I don't think it would be at all. Chigurh doesn't just kill willy-nilly through out the film, there is always some, albeit twisted, reason. The sheriff was no threat to him while he was hidden and Chigurh doesn't take needless, he already has the money, risks. Remember that fat lady that defied him early in the film? He was definitely thinking about giving her the coin toss I think but then he heard someone moving around out back and reassesed the situation, choosing just to leave instead.
