I think a factor one also might want to consider is, Do people feel safe walking the streets at night? Or hell, during the day? If you can answer "yes" then the crime, particularly violent crime, in that area is not a problem.

You kidding? I'd love to move to a neighborhood where good, solid people were armed. Nobody walks around with any fear because there'd be nothing to be afraid of.
Fuck this stupid neighborhood I live in. It's going straight down the shitter and nobody's doing a damn thing about it.

Even if there's just good, solid people carrying guns, it's still worse than nobody having them. Police is for a reason, besides there's better ways to protect yourself that doesn't affect such long-term damage as guns.

It's an interesting idea, but I wonder if it assumes too much rationality on the part of desperate addicts, drunken thugs etc.
