We can only hope that whoever created the 1.19 patch will fix these bugs for us.
Is there anything about these issues on the french server where it was released?

In 1.18, I always took advantage of what I guess to be an engine exploit that is no longer present in 1.19. In 1.18, if you moved to the side of a ladder so that you were essentially on the vertical pole, you could slide down the ladder quite rapidly. I almost always did this because it was so much faster than climbing down normally. But that doesn't seem to work in 1.19. Is that due to the revamped ladder mechanics? If so, is there any way to get it back?
Also, in 1.19, whenever I go to a menu screen and then return to the game, my view has changed 180 degrees and I am looking straight up. It's quite annoying. Can anything be done about that?

this is something I've never heard of; any details? what are your full system specs, are you running the game in a different resolution than your desktop?

It could be a joystick/steering wheel issue. My wheel causes problems with the Thief 3 menu by forcing it to scroll down.

Well, as I said, I could only do it in 1.18. But you just move around to the side of the ladder, look down and "run" forward toward the ground. I've been doing this ever since the OMs.

Windows 7 64 bit
quad core i5-2430M cpu
6 GB RAM
Thief2 v1.19 installed via Tafferpatcher
Game resolution is the same as desktop resolution: 1600x900
It happens every time I leave the game and go to any menu screen either by using the ESC key or going to the map with the M key etc. When I return to the game I am facing the opposite direction than I was before going to the menu screen and the view is straight up. I don't know what other details you'd like. That's pretty much what happens.
EDIT: I did a fresh install using Tafferpatcher 2.0.7 in order to resolve a separate issue and it seems to have fixed the "exorcist" syndrome I was experiencing. I can now go to a menu screen and back to the game without the view having shifted 180 degrees. Cool! It would still be interesting to know why it happened.

I have made a mirror of a repackaged version of the patch. The archive contains the patch formatted for thief gold, thief 2, and system shock 2. It's idiot proof in that all it requires is dragging and dropping the contents of the folders into their respective game directories. All the necessary config files and stuff that needed to be edited and tossed into directories is streamlined. Doesn't contain the DromEd patch.

Installed the patch for Gold. Got this error: "You have no write access to the game directory. Thief 2 will not function properly."
What did I do wrong?

You are not logged in as Administrator and Thief Gold is installed in a protected folder. Easiest solution is to move your Thief Gold install directory somewhere else. By default Steam installs it to the Program Files directory (or the Windows 7/Vista/Windows 8 equivalent.) I usually move it to C:\Games directory, but you can move it to anywhere that is unprotected. In theory, you can log in as Administrator and give your regular log in account Administrator access or just alter the install directory to be unprotected. Never tried that route, just moving it is usually easier and safer.

Thanks for the reply, Pheonix. Solved it by turning off UAC, though. I had just reinstalled Win7, and I guess I forgot why I turned UAC off in the first place. Derp.
