Given that that announcement pre-dated the release of Morrowind, I suspect that it's safe to assume that the author discovered that creating an actual mod like this was not so easy as s/he had imagined...

Aw, man... now you've gone and made me drool.
Is this going to be completed/released?? (I'm a little confused as the news page is about a year old, and it says there are still some balancing issues to deal with... is it still in the same state, or has it progressed since then?)

I thought the main point in making an UUW mod for a more modern game was to make it less ugly. Oh well, better than nothing I guess.

The hard part in recreating a game like this is
recreating the game. Making pretty graphics, for all the talent that requires, is a comparatively simple task. It's also a very time-consuming task, and generally a task that could be retro-fitted to a project like this.
I would much *MUCH* rather see a working recreation with the original textures than an abandoned mod with some pretty pre-release screenshots on a web page.

I didn't really mean to sound overly negative or anything, and I'll probably give this mod a try when it comes out, especially since I have hard time getting the original UUW to run properly on my PC. However, it's needless to say that the mod would get a lot more attention and interest had it better graphics. I was rather disappointed by the screenshots after I noticed the rather familiar textures and the cubistic architecture - I'm spoiled by Arx, perhaps. Nonetheless, the idea, core mechanics and gameplay of UUW are golden and the magic feeling of being there hopefully transforms well into this mod. And you are right in that should the authors have spent more time recreating new graphical content, this mod might never get finished.
Still, it would be interesting to see a remake of UUW with more Arxier (that is, more detailed) environments. The monster graphics on this one actually pretty good (love the Gazer) apart from the ugly, completely recoloured Argonians posing as lizardmen.
