New user. Problem - by clearing

I ask this question on behalf of another guy.
User (Sneaky Aniza) gets this message:

1. Your user account may not have sufficient privileges to access this page. Are you trying to edit someone else's post, access administrative features or some other privileged system?
2. If you are trying to post, the administrator may have disabled your account, or it may be awaiting activation.

Has the new account been manually verified, yet?
Is the account already activated, and if so, is the message coming up no matter what?

Yes, the account already activated but user can't post messages.
