I'm in Balmora and I'm doing the Fighter Guild quests that involves Sottilde and the code book. My luck is only 2 and my personality is 0 due to the fact I killed Hlormar Wine Sot and then the caster Sosia for the Cloudcleaver Axe.
My question is how do I raise those up again so I'm able to do quests and not be ignored in game??

Get some Restore Luck and Restore Personality potions or visit either an Imperial cult altar (use the Restore Attributes option) or a Tribunal shrine (one with Almsivi Restoration).
Note that if you do the code book quest you won't be able to join the Thieves Guild in the future and if you are already a member it is hard to do without being expelled from TG.

4 Telvani Bug Musks & 2 Exclusive Fortify Personality potions later & she yielded/surrendered the code book w/o a fight. The TBM actually made her swoon.
